I'm guessing anagrams will be coming into play. The fact that they keep drugging Leo doesn't help. Maybe he'll become the 67th. Maybe it's a revenge thing on him?

It wasn't bad enough for me to have a monkey suck my balls, but I'm pretty confident that one won't be one of those that I will watch again if it shows up on network television.

Any movie where I've already figured out the "twist" just by watching the trailer is probably going to be a crappy movie.

The latter.
And with that, in the final scene, they were hauling him off for a lobotomy. IIRC

That was my first impression. I watched it a second time and I think he was back to normal and did not want to feel the pain of what happened. He chose the labotomy to numb himself from it all.
