This is actually a proof-of-concept kinda thing, the filmmakers are using it to generate interest while they're looking for funding.

Not exactly SOP yet, but producing a pitch reel or proof of concept is becoming more common. It's really just an extension of taking along some paintings of major sequences, or maybe some storyboards, to a pitch meeting. Many times the business people that finance movies aren't actually very imaginative, so having something to show them helps.

It was George Lucas that really started it. He had cut his deal with Alan Ladd at 20th Century Fox, for a "Buck Rogers/1940's Serial/Adventure/Fantasy" and struggled for a way to articulate his vision to the execs, and as a result had been quoted a tiny budget. The execs just didn't get it.

He hired Ralph McQuarrie to do up some paintings of major plot points and characters to show the execs.

When they saw the paintings, the Fox execs immediately doubled the budget for Star Wars.

These days, with quick and easy CGI and super cheap digital cameras, it's very cost effective to shoot a 2, 5 or 10 minute scene as part of a pitch.
