DHS appears poised to Arm the Transportation Security Agency TSA, in what will be remembered as one of the biggest power–grabs in law enforcement history in the U.S. State and Local Police forces will likely be demoted in their authority once this strategic move for power is complete.

The Federalization and Militarization of the Police is ongoing and escalating at such an alarming rate that even State and Local Police should fear losing their authority within their own states to this Quasi / Para Military Force of grossly unqualified agents employed by the Department of Homeland Security.

TSA Agents are not given authority to arrest and do not take an oath to Protect and Serve the people of the various states they operate in. These are basically sub–contractors that are employed by the TSA and fall under the authority of the Department of Homeland Security DHS.

COMBINED SYNOPSIS/SOLICITATION

TSA Training Ammunition

(i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement is issued on an unrestricted basis and constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as a request for proposal (RFP). The written offer shall reference RFP reference number HSTS07-13-R-00064 in its response.

(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69.

(iv) The North American Industry Classification System (NAICS) code is 332992 with a size standard of 500 employees.

(v) CLIN 0001: 3,454,000 rounds of .347 SIG Caliber Training Ammunition including shipping (See specifications attached.)

(vi) Description of the requirement: The purpose of this combined synopsis solicitation is to purchase for TSA training use, .357 SIG caliber (115 – 130 grain) training ammunition. The ammunition will be subject to Proposal Submittal product samples testing, and after contract award, First Article Testing (FAT), in accordance with the specifications attached. Proposal Submittal Product Samples and Post-award First Article Test Samples shall not be separately priced.

(vii) FOB: Destination

(viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Deviation), applies to this acquisition.

(ix) The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Offers will be evaluated on the technical capability of the item offered to meet the Government requirement, price and past performance.

(x) The provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition. *All firms or individuals submitting a proposal shall include a completed copy of this provision, or include a completed copy of the Online Representations and Certifications https://www.sam.gov/portal/public/SAM/. 52.252-6 Authorized Deviations in Clauses
The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of “(DEVIATION)” after the date of the clause.
(xiv) DPAS Rating does not apply to this acquisition.

This combined solicitation/synopsis is for the purchase of range services on an established/existing range in accordance with the following requirements.

Services anticipated September 1, 2013.

The Department of Homeland Security (DHS) has a requirement for a firearms range to conduct mandatory quarterly qualifications and other firearms training. NOTE: THE RANGE MUST BE AN ESTABLISHED RANGE; THIS IS NOT A REQUEST TO BUILD A RANGE. The range shall be within a 20 mile radius of the New York LaGuardia Airport. Furthermore, the range must be in a location that can be accessed by vehicle from the New York LaGuardia Airport without crossing a bridge and/or incurring a toll.

The proposed range must meet the following standards to qualify for consideration:

The range must be indoor and possess a minimum of 10-15 firing points and must be able to accommodate a qualification course distance minimum of 1.5 yards and maximum of 25 yards. The indoor range shall possess air conditioning, heating, and approved ventilation system in conformance with existing OSHA standards. The contractor is reminded that in accordance with subparagraph (q) of FAR clause 52.212-4, “Contract Terms and Conditions – Commercial Items,” the contractor shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under this contract for range services.

The range must provide 10-15 points of the facility (which must be separated/barricaded) for exclusive use for DHS personnel. The range must provide a separate entrance/exit which will permit DHS personnel to enter/exit to the aforementioned 15 point area without interacting with the general public.

DHS requires to reserve to use of the range in 5 to 8 hour blocks. DHS personnel will use the range an average of 25 days per quarter. The estimated number of rounds fired per year is 490,200.

The indoor range must possess adequate exterior lighting in both public and work areas. The range must be equipped with separate male and separate female restroom facilities indoor with running water located in the range facilities for DHS use. Although not mandatory, the indoor range may possess an on-site facility to accommodate approximately 24 students for briefing purposes.

The range must be able to accommodate the following: 9mm, .40, and .357 caliber ammunition.

I'm going to go off on a bit of a tangent, so get your tin foil hat ready...


Perhaps the reason behind allowing the rampant Crime in the Black and or Minority community is to ultimately get rid of the 'less desirable' individuals in society. By allowing themselves to kill each other off, it's a winning proposition for the Masters in charge, certainly from an economic standpoint. Stoking the fires of a race war would not only speed up the process, but it would bolster the Government position to confiscate firearms. In the name of 'Safety'.

Ultimately, it's all about control. We are the Sheep, and they want us to believe they are the Shepard. In reality, they are the wolves.
