Most of the programmers at my company up in Vermont are Russian, including the chief architect. He told me the reason there are so many cameras is that corruption is rampant with the police force. Routine stops end up in extortion. The cameras are in insurance policy.

I read an article about that and it turns out that there is so much scamming by people walking in traffic and getting struck by cars that you really have to have one to prove you weren't at fault. The law leans heavily in the pedestrian's favour in any lawsuit. Some of them caught on camera are pretty funny....they jump onto the hood of your car and start groaning away! :slap:
