I've pulled over at least five or six vehicles, and written them tickets (and one had an arrest warrant) while I was on foot. No bicycle, even. Each time, several bursts of the whistle, stern posture, gesticulating towards the side of the road.

Each time, as I watched them stop at the curb, I was thinking... Why? You dumbass!!!!

Coupla times I was in a school zone and the drivers were doing about twenty over. The others, I was on foot in special events where the streets were basically in a sea of pedestrians, and vehicles had driven past the barricades and shouldn't have been there in the first place.

In each of these cases, lives were definitely threatened by the drivers' stupidity.
They needed tickets.

And that one asshole had a warrant.

Came around a tight curve on a mountain interstate once, everybody was hauling ass like they're outrunning an avalanche and I'm just going with the flow... There was a trooper standing on the side of the road waving anyone stupid enough to stop over to the shoulder  By the time I realized what I was seeing he was already fading in the mirror. Don't think he got many suckers that day

For Red, they don't need to be gay, just being on a bike is sufficient.

In your world, probably. Fortunately, not everybody lives in your world.

The only reason Red is not into bicycles is he can't find any that have 200,000 miles on them.
