What happened to the private messaging function?

I just went to send one and the link underneath my username in the upper right is missing.

Also, the smiley buttons don't seem to be working. Luckily I still recall their hotkey code for the confused guy.

Just logged on using a different browser and am getting the same result with the PM function, although the smileys are working with this one.
