It wouldn't hurt to audit those returns....have them come to the INS field office to argue about how they support the 11 nieces and nephews in the old country.

The simple answer would be to quit offering tax credits/welfare/other goodies for people to have children. I'm pretty sure people will still be popping out plenty of kids, without tax and welfare incentives to do so.
