Rahm Emanuel is taking to the stand in his bid become Chicago's next mayor.

The former White House chief of staff testifies Tuesday in front of the Chicago Elections Board, as it holds hearings regarding residency challenges to Emanuel's mayoral campaign.

More than 30 people have filed legal challenges against Emanuel, claiming that he does not meet the necessary residency requirement to run for mayor.

Local law in Chicago states that a candidate for mayor must have lived in the city for the year leading up to the election.
Emanuel spent most of 2009 and this year in Washington, serving as President Barack Obama's chief of staff, before stepping down in October and returning to Chicago to run for mayor.

Opponents claim that Emanuel abandoned city residency by renting out his home during his tenure working in the Obama White House.
Emanuel has responded by pointing out that he pays property taxes in Chicago, votes in the city, and that his car is licensed in the city, which he says proves his intent to remain a resident.

"Chicagoans recognize that the only reason Rahm left town was to serve President Obama, and they believe that voters should have the right to vote for - or against - Rahm," Emanuel campaign spokesman Ben LaBolt tells CNN.

Recent surveys suggest that Emanuel is the front runner in the February election battle to succeed longtime Chicago Mayor Richard Daley, who announced in September that he would not run for a seventh term.

He pays taxes in Chicago he should be able to run for Mayor, he was serving America and those in Chicago are Americans. Even if I would not vote for him, he will and should be on the ballot.

The board's hearing officer recommended that the panel allow the former Obama White House chief of staff's name to appear on the February primary ballot for mayor.

That would mean rejecting numerous challenges to Emanuel's eligibility to run to be Chicago's chief executive based on questions about whether he met the city's eligibility requirements.

Apparently, in addition to paying Chicago taxes all these years he also kept his Chicago address on his Drivers license ... that always works in claiming residency ...

CHICAGO — Former White House chief of staff Rahm Emanuel has been elected mayor of Chicago, to succeed the retiring Richard Daley.

..With 86 percent of the precincts reporting, Emanuel was trouncing five opponents Tuesday with 55 percent of the vote to avoid an April runoff. Emanuel needed more than 50 percent of the vote to win.

The other major candidates — former Chicago schools president Gery Chico, former U.S. Sen. Carol Moseley Braun and City Clerk Miguel del Valle — had hoped to force a runoff but were no match for Emanuel.

Chico had 24 percent of the vote compared to 9 percent for both del Valle and Braun. Two other lesser-known candidates each got about 1 percent of the vote.

Emanuel's win caps off a campaign that included an unsuccessful legal challenge to try to keep him off the ballot.

The candidates spent Tuesday morning still pushing for votes, shaking hands with surprised commuters and diner-goers and pleading their cases for why they should be picked to succeed the retiring Daley, who will leave office this spring after 22 years on the job.

"This is a critical election for the future of the city of Chicago. We're at a crossroads," front-runner Rahm Emanuel said as he greeted commuters at a South Side train station.
