Yep! It's sorta like they succumb to peer pressure. Same thing happened to the Millennium Bridge in London. Bridge started to sway a little bit, eventually people unconsciously stepped with the sway which only increased it. They had to shut down the bridge to apply dampeners due to the massive forces so many people stepping in unison was doing.
