Court: Ore. police can seize $1M lottery prize

MEDFORD, Ore. - The Oregon Court of Appeals has ruled that a southwestern Oregon city's police department can collect a $1 million cash prize originally awarded to a woman who authorities say bought a scratch ticket through illegal means in 2005.

The Mail Tribune reports 45-year-old Christina Elizabeth Goodenow argues stripping her of the winnings was excessive punishment.

In 2005, Goodenow stole the identity of her boyfriend's deceased mother and used her Visa card to make $12,000 in purchases, including the winning lottery ticket. She pleaded no contest to the crimes and was sentenced to probation.

As part of her sentencing, the lottery money was forfeited to the Medford Police Department. Police agencies in Oregon can collect money gained through criminal activity.

Goodenow, in an attempt to keep her winnings, filed an appeal in 2007.

so... she's a thief then. There should be no rewards given to criminals. I bet she never paid on the credit card either

including the winning lottery ticket.

I don't know of any states that will sell lottery tickets that are purchased via a credit card. Maybe the low-life bought items with the card, and then resold them for cash...

Debit cards will work, though, but we don't know if it was a debit or credit card for sure.

I'm not sure why the police are entitled to that money, seems like it should go to ex boyfriend's dead mom's estate.

Debit cards will work, though, but we don't know if it was a debit or credit card for sure.

The money should go to whoever actually ate the loss from the credit card fraud. Did the dead woman's estate have to pay that bill? If so, it goes to the dead woman's estate. Did the credit company eat the cost of the fraud? If so, then the credit card company should be entitled to the money....they defacto bought the ticket.

In reading the story, I don't recall the police having anything to do with paying for the ticket. They just flat out stole this money....it was there, and they took it. Not much different than the officer who stole the I Phone from the drunk driver......theft.

Or used for schools, which is largely what the lottery funds anyway.
