Nono. There are two groups of people you can make into the worst kind of bad guy in these movies. Nazis and agents of the United States. IRS, FBI, CIA, all 5 branches of the Military, TSA, Marshals, Secret Service, Congress and the President are all fair game. Probably even easier to do than Nazis, the costumes would be cheaper.

I'm sure you've seen that one movie where the superhero is bagged constantly by some jackhole Army General, or the benevolent alien is tortured by the sadistic Air Force Colonel, or the one where Joe Everyman is chased all over the place by nameless CIA operatives that just start shooting on sight. If the President isn't a retard when the aliens arrive, the sight of them will strike him dumb or cowardly.

How many movies center on the idea that even if the aliens are nice folks with a cure for cancer they want to share, the whole thing goes to hell because the US Military won't stop pointing guns at them?

Yeah, in Hollywood you use Nazis for kitsch effect, but use the good old USA to display true stupidity, pride, greed, hate or evil.
