I wonder if that was the exhaust or an air intake designed for the vehicle to be able to operate in water that was not quite that deep. I think there are military vehicles outfitted this way. That would explain how the first truck made it, but maybe the water was rising fast and the others sucked water into the intake.

Well, no one ever said that the Army had the best and brightest. I bet the motor pool guys are going to kick their asses. I've seen some stupid shit, but that's coming close to the top.

They make snorkels that locate the air intake up near the top of the windshield for fording deep water (4-5' deep or so).

Those trucks obviously had them, or they wouldn't have made it that far.

But they still went in way over their heads, figuratively and literally.
