I can't find anyone who will touch the dev for that. One guy said "We start at $150K".
Simple app. Take photo. Populate contact info and send to client.
Sheesh. I'm going start learning how to make smartphone apps.

I do software development at work and have done a few side jobs. $3,000 won't get you much, but it honestly doesn't sound like they want much.

For something like this, why not just use email?

They want it mostly as a marketing tool for service work. Customer sees problem, points and clicks. Sends photo with minimum effort or brain power. Would you mind if I PM'd you to ask some stupid questions by phone?
I have some specs too I can send. It seems like a simple app. (famous last words).

Isn't there an app for that? :D
For real. Most apps seem like they have a web based solution that most phones now can do as well.
For $3k I'll take a look too if it's easy.

Feel free to PM me any questions. I'll do my best to answer them.
Do they want an iPhone app, Andriod app, both platforms, etc...?
Where does the photo go once it's sent? A database, someones email, etc...
Does the user need to be authenticated before they can submit a photo?
Just some things to think about.
