Do the military police have the authority to pull over someone on a public road?
if it's a road that is 'near' a military base?

They can call the local police but have no jurisdiction in stopping people.

Local enforcement issue. In some cases depending on State, Provost Marshalls can & do pull over active duty members.

Probable cause/ "Core Values" approved in USMC jurisdiction where they can get authority from locals

Usually a big Marine Corps issue. Camp LeJeune / 29 Palms MP'S were doing it years ago late 60's early 70's......

Tad different than MP's, but Coast Guard police are designated as Federal Law Enforcement officers, and can operate off base if need be, but they usually don't

well, my daughter was pulled over on a public road, in the vicinity of Naval Weapons Station Earl. Black truck with no markings, other than a light bar, driving beside her. He got behind her and turned his lights on. Naturally she pulled over. He identified himself as military police. He asked about any warrants and inspected her car, inside and out, with a flashlight (it was dark).
She had two other people in the car with her.
He claimed he saw her texting, and did not have both hands on the wheel :skep: and that's why he pulled her over.
very suspicious, as far as I'm concerned.

There is a section of highway in GA, with signs posted, stating that the US Army has jurisdiction and patrols that area. I'm trying to remember where it is.

Found it. It was Ft. Stewart. Apparently 6 months ago, they gave up patrolling those sections of highway that cut through their base and gave it back to the Georgia State Police.

I would call aswell. The Navy does not have MPs they have MAs. The other people in the car may have saved a bad encounter for someone trolling.

I think she should call the police department of the town she was in.
