People really underestimate dog intelligence. If you ever feel a tooth, that dog meant you to feel it. There are no accidents. They are precise with their mouths. That dog is playing with that child knowing how fragile he is. He may be sniffing him, but the body language says he's playing. The squealing in delight is a reward so he does it more.

I trust my 80lb weimaraner with my girls more than most of the adults I know. The only time he ever hurt one of the kids was when one of them was chasing a ball toward the driveway, which wasn't dangerous because it is a private gravel road. My dog knows the road is off limits for him so he ran her down and knocked her over before she reached the property boundary.
