The little 13 pound dog is just casually meandering around, the officer tried repeatedly to hook him with a catch pole, but is unsuccessful, so he shoots the dog.

From the conversation with the distraught owner,after the fact, it sounds like there was a whole search effort using the Facebook to locate the dog. I'm guessing the woman whose driveway the officer parked in saw the dog and called the police, thinking they'd catch the dog and return it. I don't know why she didn't simply contact the owner and get the owner out there. Blame goes to the woman who called the police vs. calling the owner.
Blame also goes to the dog's owner. No collar and tag? Of course, the dog could have had a collar and gotten it off, catching it on a branch or something. I always had an embroidered collar with the dog's name and my phone number on it, so anyone who encountered my dog if he got out, would be able to easily see a number to call. The tag had more info, my address and 2nd number.

Did the officer have ANY training with that lasso? It looked to me like he had the loop around the dog's neck AT LEAST three times, and failed to tighten the loop to catch the dog. Looked like the loop was WAY too big the entire time as well. So after a couple of minutes, he gets frustrated with his own ability to catch the dog, and elects to shoot it instead. WTF?

So we can assess blame on the owner for the dog getting out, although anyone who has ever owned a dog knows that can just happen. I was taking care of a friend's young puppy and he had just about gnawed a hole in my fence big enough for him to get out.....in about 5-10 minutes. I had let him out to potty, looked a few times, didn't see him and sure enough.....he had eaten a couple of fence pickets down pretty good.
I fault the owner for not having a collar and tags, although, it's possible the dog did have a collar and it came off.
Both of those things are in the column of personal responsibility, but again, I can understand how that might happen.
And I fault the woman that called, the woman that admittedly had the dog by her feet, gave him water, and obviously detected no threat, for not being a human being and taking in the dog until it could be returned to his owner, instead of calling the police (involving the government). It would have been better had she just done nothing, in retrospect.

The bolded is a lame attempt at an excuse, and is a widespread problem, including in my neighborhood. People leave their dogs outside unsupervised, and then fake some kind of "astonishment" when things go wrong. When my dog is outside of the house, a human (nearly always me) is outside with her. She has NEVER "gotten out", and it is never going to "just happen".
Dog owner has primary responsibility for what happened here, although the cop looked like a total chicken shit to me.
