Possible. But a real third world person would have ate the meat, and or tossed the carcass into the woods. Leaving it on the road was meant to be as offensive as possible.

Probably half the county is capable of skinning an animal, it's not rocket science.

Likely a neighbor got tired of it being a nuisance. If they need to charge someone why not start with the owner who obviously neglected it?

I'll bite. WTF would the neighbor be doing skinning it?

Nobody is charging anybody. Killing an animal and not harvesting responsibly is a crime most places.

There once was a coyote that made it on to an orchard of a guy's family. That coyote ended up skinned and hung on the Lambda Chi flagpole. That was harvesting responsibly. Side of the road is disrespectful to the carcass. BTW, the school was apoplectic until they figured out it wasn't a domestic dog:rofl:

Reminded me of this...

Burlington Coat Factory recalled hundreds of winter parkas from its stores after discovering they were trimmed with the fur of dogs slaughtered in China.

The Burlington-based chain, which operates more than 250 stores nationwide, said it was duped by an Asian vendor who told the company the fur was coyote fur.

"We are very upset about it," company spokesman Ric Bramboe said in an interview published Tuesday in The Home News Tribune of East Brunswick. "It is not our policy to sell domesticated animal fur. We asked for one product and were given something else from our vendor."
It was reported that the switch was uncovered after an investigator for the Humane Society of the United States went to China to probe the fur trade.

Many people are alleging that cat and dog fur from China and other countries makes its way into products sold in the United States, and that the animals are treated cruelly.

The Washington Post also had a report Tuesday about Burlington's recall. The Burlington Coat Factory spokesman said he does not know how many coats were shipped before the recall took effect last week. The company has not decided what to do about coats already sold to consumers.

To make sure the owner got the message? There's a chance it won't be replaced because of what happened and if it is maybe the owner will be a more responsible dog owner next time, otherwise they could be next.

Some people only play games when they're the ones making the rules.
