A 14-year old girl can do all sorts of paying jobs. Cooking, cleaning, carpenter's helper. Back in the day that was typically the age where an apprentice would begin his career.

Unless someone is hiring an underaged girl under the table, for cash, she would have to fill out an I-9 form, that would require the presentation of a SS Card and a state ID or DL. A 14 year old isn't going to have a state ID or DL, and if she did, that's a red flag for any employer.....she's not legally old enough to be employed, which leaves, she's working under the table for cash. What kind of person hires a 14 year old kid for cash? She's not the neighbor's kid baby sitting, or mowing the lawn.

Next to my town there is a wealthy gated community. Their HOA include a private golf course, restaurant and like amenities. They just built two large "homes" on adjacent town property; they are actually more like dormitories. The purpose is housing for cheap labor.

That's just one example of housing for the underground economy.
