I know someone who wants to move somewhere it doesn't get cold, where it’s less expensive than here, a little country, and reasonably safe. I recommended New Braunfels/ San Marcos area. She lives simply, and would be looking for a room to rent, or in exchange for housecleaning. At the very most , a studio.
Is that area a good fit for someone with her preferences? Are there better places?

coats aren't that expensive.
all the warm places cost money (hawaii, florida, arizona, southern states)

Oh, please. I’ve been to most of this country. Florida, Arizona, most Southern states including most of Texas, are cheaper than here in northern Virginia.

New braunfels is limited on jobs unless you’re comfortable driving to Austin or San Antonio. It is starting tk get expensive with that Cali money coming in. But it’s a charming area, a bit of a summer destination/vacation spot.

Not sure she could live rent-free, irrespective of how simply, but New Braunfels is a lovely town, and definitely "a little country.". I have several friends who live up that way...and San Antonio is close enough if she needs the 'big city' for anything. Texas is a definitely less expensive than NoVa (no state income tax, but relatively high sales tax and property tax), and quite likely warmer...but also more conservative (not sure if she is concerned with area politics), in my opinion, especially in New Braunfels. San Marcos is a college town, so more liberal and younger, but also more costly. She might also consider other hill country towns... Fredericksburg, Comfort, Kerrville, to Blanco/Johnson City area are also nice options, though possibly also a bit more expensive being touristy areas.
BTW, cold is relative...we do have our share of freezing temps in winter. And earlier this year, we had several days of subfreezing temps, and at least a foot of snow. Our infrastructure isn't built for long-term cold...pipes froze, the power grid went out and some of us were without power for three days (in an all-electric house!). We have weird weather...two days ago, the temp was 87°F, today, the high was only 55°F and this coming Tuesday, we'll be back in the 80s for the week.

Pretty much what BC5K said, but getting up into the Hill Country will be colder and more expensive.
Yes, we have property tax but if you look at our property tax vs NE or Cali property taxes then we aren't that much ahead.
And house cleaning in lue of rent, not here. Too many hmm, displaced 'Central Americans' that will work for nothing.

The hill country was my idea for where she might be happiest. I’ve been to San Antonio a few times, and day tripped up that way. That was a long time ago, when I was on active duty, though. She needs to get away from the “urban” influenced areas, for sure. She wants a more laid back environment. The last several years have been tough on her. That’s why I thought of New Braunfels. If she could live surrounded by nice people for a change, it would be very good for her.
