UPS Store won't release my package...First world problems

I have a PO Box at a local UPS store and had a package sent there. Well, tracking shows the package was delivered to Moe, the franchisee.

Usually what happens is a slip shows up in my box, and I take the slip to the counter for package retrieval. Well, went up there and no slip, so I asked for my box anyway...

They won't give it to me because they say their system is down and they can't scan the deliveries. WTF? I pay for a box, my name is on the package, and they are holding it hostage because of their computer SNAFU. That's borderline thievery IMO. WTF.
