I actually think it is a ...DART buoy
There are two distinct types of tsunami warning systems: international and regional. When operating, seismic alerts are used to instigate the watches and warnings; then, data from observed sea level height (either shore-based tide gauges or DART buoys) are used to verify the existence of a tsunami.

But the Government came pretty quick and took it away....I think I remember two men in black holding a bright flash device in front of my face :willy:

Heard a couple days ago one offshore from Jersey indicated a tidal wave. Never saw follow-up or confirmation. This was quite far out however. Wouldn't guess it to wash ashore here. Gulf Stream and prevailing winds should prevent that.
