China is currently doing the same thing right now to the Philippines. There have been a few recent busts with millions of dollars of "shabu" aka meth being smuggled into the Philippines by Chinese nationals.

It apparently was detained then for violating international sanctions, and has been in limbo ever since, until now, when we said, "Look at us. We own the ship now."
