Very simple rule for work: Don't touch. It's that simple.
For starters, it's respect for your co-workers. They may not want to be touched, even if there is nothing meant by it.
Second; even though it is almost impossible to not form relationships at work, the bottom line is we are there to work, not to form relationships. I promise my employer an honest days work for an honest days pay, and I'm not working if I'm socializing.
Third; you put yourself at risk. As before, the person may not want to be touched or approached. And no matter how innocent the intent, it can be perceived quite differently.
Also, the person can be of a devious sort and lure you in to touching them, so that they can make an early retirement for themselves. Don't be the tool that is used for that.

Ninety-nine times out of a hundred, a hug is just a hug. It's that one time that's going to be costly as hell.
