looks to me that the lineman took a knee with the ball; play dead at that point... unless no defensive guy came in contact with him.

He didn't take a knee, he just bent over. Plus, the down by contact is only an NFL rule.

In a lot of states that would be a penalty for illegal touching. Most states have followed NF recommendation that an offensive lineman can only be handed a ball in play after it has touched the ground.
