We had something like that happen a couple years ago. The people harassed got it into the media and it took off big time. Made the officials look like total idiots. Bigger in the food chain got involved and it settled out OK for the kids.
It was if I remember right it a little kids lemonade stand not to far from the Saratoga County NY fair grounds!
